Abstract
This paper explores the strategic role of economic growth and human capital development in fostering sustainable prosperity, with a focus on the transformative potential of digital education. Building on prior modules, it presents the Online and Distance Learning Regulatory Policy Framework (ODLRPF), developed by Mr. Ahmad, Director of CIDOE at the University of Management and Technology (UMT). Positioned as a leading higher education institution in Pakistan, UMT has advanced digital transformation through innovative policies and pedagogical reforms. The ODLRPF provides a comprehensive roadmap for scaling open and distance learning initiatives, offering a model for UMT and other higher education institutions aiming to integrate technology-driven, future-ready educational strategies.
