Abstract

This research investigates how an AI governance framework can enhance public policy, integrating insights from literature, citizen consultations, and financial data analysis. Using a pragmatic and interpretivist approach, the study employs mixed methods, including Rich Pictures, AI Scenarios, and Leximancer-assisted text analysis across 36 documents, alongside six cycles of Action Research. Findings reveal a gap between AI ethics and its financial and policy implications, highlighting the need for integrated governance models. The study proposes an adapted Algorithmic Government Today Model, incorporating AI roles such as Robot Citizens, AI Diplomats, and AI DAOs, to guide ethical, data-driven, and financially informed public policy decisions.
