Abstract:
This report presents a proposal for the establishment of a Secure Collaborative Diplomatic Decision and Delivery Platform for the Ministry of Foreign Affairs and East African Cooperation of the United Republic of Tanzania. The proposal responds to a practical institutional challenge: diplomatic work has become faster, broader, and more interconnected, while many coordination practices continue to rely on scattered email records, individual memory, separate working files, and periodic verbal updates. Although these practices remain useful, they do not always provide senior management with a clear and reliable view of strategic issues, pending decisions, responsible offices, risks, deadlines, or lessons from previous engagements. The proposed platform is therefore presented not merely as a technology investment, but as an institutional and organisational reform intended to strengthen the Ministry’s ability to convert diplomatic information into timely decisions and effectively monitored action.
This secure internal platform enables authorized officers to manage strategic issues, analyze problems, assemble evidence, evaluate policy options, record decisions, track tasks, and preserve institutional memory. The report shows this system enhances policy coherence, diplomacy, consular readiness, diaspora engagement, coordination, management oversight, and staff continuity. Grounded in organizational and digital governance theories, it recommends a phased rollout. The primary recommendation is that senior management approve a controlled pilot backed by strict access controls, security standards, training, and change management.
