Abstract:

This report outlines an alternative to the traditional use of secretaries in providing support at Board and Committee level within the Public Investment Fund (PIF) Portfolio using a capability called “Secretariat-in-a-Box“, a document grounded artificial intelligence governance platform. The central premise of this argument is deliberately straightforward, the Board secretary has historically been viewed as a person, but for an organisation seeking to develop its capabilities, it requires the development of a new capability in terms of the role of the Board secretary. An effective Board secretariat should be capable of continuing to operate independently of the tenure, experience, and availability of a single highly experienced individual. For a sovereign wealth fund transitioning from rapid growth and scale to sustainable value realisation and delivery, such a reliance presents a significant risk to the governance, financial, and resilience performance of the organisation.
