Abstract
This paper proposes the development of a security capability within the Cayman Islands Regiment to address a critical operational gap identified in earlier analysis. While currently focused on humanitarian aid and disaster relief (HADR), the Regiment lacks the capacity to fulfil its broader defence and security mandate. The proposed capability will strengthen national resilience, reshape the Regiment’s mission and culture, and transition it toward alignment with traditional defence forces. The paper outlines the rationale for this shift, the design of the new capability, the methods for its development, and strategies to overcome associated challenges, including investment, recruitment, training, organisational restructuring, and stakeholder engagement.
