Abstract:
Economic growth is deemed as a rectifier to the plight of critical social, economic, and
environmental challenges countries across the globe are facing. As a matter of fact, experts directly
relate the economic growth to the development of Human Capital, and this assesses the value of
education and training as one of the most powerful agents of improving productivity and prosperity for
a long-term and sustainable development (Mincer 1974).
Building on Modules 1 & 11, focused on UMT’s Digital Transformation vision through online and digital education, this paper presents the ‘Online and Distance Learning Regulatory Policy Framework’ (ODLRPF). Developed by Mr. Ahmad, Director of CIDOE at UMT, it aims to meet the growing need to develop and expand open and distance learning strategies.
